Job Description:
Provides leadership over all aspects of Joint Base
Andrews (JBA), including oversight of 24/7/365 technical
support, configuration support, information assurance,
TEMPEST and service delivery using professional
experience and government guidelines. Using AF
Instructions (AFIs), industry best practices and
knowledge, they will perform infrastructure management
duties to include validation of maintenance practices
and procedures, documentation, as well as personnel
training, qualification, and task certification. They
will provide complete document reviews and comment as
required by the government. Ensures adequate customer
engagement and delivery of all Contract Data
Requirements List (CDRL) items.
Provide on-site technical support, configurations
support and deliverables in the following areas: Network
administration, troubleshooting, scripting, Transmission
Control Protocol (TCP)/Internet Protocol (IP) v4 and 6,
Ethernet, Integrated Services for Digital Network (ISDN)
circuit-switched network with Basic Rate Interface
(BRI)/Primary Rate Interface (PRI), commercial satellite
communications (SATCOM), Cisco Unified Call Manager and
associated software, Cisco phones and carry-on airborne
kits, communications and network protocols, Virtual
Local Area Networks (VLANs), Virtual Private Networking
(VPN), data encryption, network management, information
systems/network security, routers, switches, data
accelerators, Voice Over Internet Protocol (VOIP)
devices, Voice exchange appliances, firewalls, Windows
and Linux/Unix servers, VMWare, storage area network.
This position will be based in Joint Base Andrews, MD.

Responsibilities:
  • Comply with all AMC security requirements pursuant
to DoDD 5200.2, Personnel Security Program, DODI
8500.2 Information Assurance Implementation, and DoD
8570.01-Information Assurance (IA) Training,
Certification, and Workforce Management.
  • Ensure that all personnel assigned to work on the
contract requiring access to Government networks
must complete Annual Information Assurance training
by on-line computer based training.
  • Ensure that installation of all equipment adheres to
any applicable RED/BLACK criteria to ensure TEMPEST
requirements are met.
  • Comply with TEMPEST accreditation in accordance with
(IAW) DODM 5105.21 Vol 2, dated 19 Oct 2012.
  • Complete document review and comment as required by
the government, on such documents as Engineering
Change Proposals (ECPs), Configuration Guides, and
various Plans and Program documentation upon request
and as required by the government.
  • Assist with Transition activities.
  • Working under only general direction, provides
technical solutions to a wide range of difficult
problems. Independently determines and develops
approach to solutions.
  • Advises network users of hardware requirements,
configurations, and limitations.
  • Maintains technical expertise in all areas of
network and computer hardware and software
interconnection and interfacing, such as routers,
multiplexers, firewalls, hubs, bridges, gateways,
etc. Evaluates and reports on new communications
technologies to enhance capabilities of the network.
  • Conducts testing of network design.
  • Monitors network hardware operations to ensure
properly set configuration options.
  • Plans implementation of enhancements and upgrades to
the network.
  • As JBA Site Lead, additional responsibilities
include:
  • Oversee and manage the personnel required to
execute all tasks and requirements at the EACN
base he/she is assigned. Activities include: 1)
ensuring adequate numbers, types and experience
of personnel are available to execute all
requirements; 2) coordinating with the
Contracting Officer’s Representative (COR),
customer leadership and other site leads to
ensure work is properly schedule, planned and
executed to meet/exceed mission requirements.
  • Ensures work force maintains technical skills
required to facilitate planning, design,
installation, testing, modification, and
operation of network capabilities
  • Develops and maintains documentation as outlined
in PWS as well as performing studies and
submitting reports as required (deliverables
including Monthly Status Reports, Annual
Manpower Reporting, and compliance with all
Documentation and Tracking Logs)
  • Coordinates, plans and executes actions required
to provide staff support beyond normal duty
hours and conditions in response to any natural
disaster.

Qualifications:
  • An active DoD Top Secret Clearance is required.
  • Maintain Information Assurance Technical (IAT) Level
II certification (i.e. Security+ certifications) as
defined in the DoD 8570.01-M Directive.
  • Bachelor's with 5-7 years of experience, or a
Master's and 3-5 years of experience.
  • Career level with a complete understanding and wide
application of technical principles, theories and
concepts.
  • Strong written and verbal communications skills and
the ability to interact with people at all levels
are required.
  • A professional attitude regarding attention to
detail and customer service and excellent
organizational skills are required.
  • The successful candidate must meet eligibility
requirements to access sensitive information, which
requires US citizenship.
