Idaho National Laboratory (INL) is seeking an Information Security Department Manager. This position is responsible for the effective and efficient operation of the Information Security Department to include the INL Classification Office, Classified Matter Protection and Control, Operations Security, and Technical Security. The department manager is responsible for establishing a work culture that is aligned with INL mission, vision and values. This involves developing mutual trust and teamwork through open communication.

The department manager provides leadership and management direction to a diverse staff of technical professionals. Responsibilities include ensuring classified and controlled unclassified information in all forms is protected in accordance with all applicable laws, regulations, policies, directives and other requirements. Protection and control of classified information is critical to national security and the overall ability of INL to attract and retain critical business partnerships.

The department manager is responsible for maintaining strategically focused relationships with DOE-ID, DOE-HQ, and Battelle managed labs, as well as non-Battelle affiliated labs across the DOE complex on Information Security issues. The department manager must demonstrate a leadership role in identification and resolution of cross cutting issues impacting security operations across the DOE complex. The department manager works independently with little oversight and is responsible for collaborating with customers and other organizations throughout the INL to determine effective methods for implementing lab-wide strategic initiatives related to Information Security. This position represents the Laboratory in business discussions with various customers and stakeholders relative to program functions within Information Security.

The department manager is responsible for the execution and management of organizational budget within defined cost, scope, and schedule. This position is responsible for the overall performance of the department and programs to include program integrity, execution and functionality; operational capability; human capital management; and resource planning and budgeting. This involves troubleshooting, problem solving and advising senior management on significant issues which could potentially impact laboratory fee, performance, or contract renewal.

The department manager is responsible for ensuring the organization is adequately staffed with trained, knowledgeable and competent personnel. This position provides department staff with guidance and direction and is responsible for providing opportunities and mentoring to staff in career development. The department manager ensures department and individual performance goals are established and align with strategic objectives of the organization and for monitoring and providing feedback on employee performance.

The department manager is responsible for ensuring robust and credible assurance activities are in place in order to demonstrate to senior management that organizational programs and processes are performing as expected. This requires use of INL Performance Assurance processes (e.g., performance metrics, self-assessments, management observations, issues management, trend analysis, and lessons learned information) to understand and report performance to drive individual and organizational learning and continuous improvement.
