Job Description

This position will serve as a statewide administrator for the Enterprise File Transfer Service (FTS). The FTS is considered a Red Card platform.  The FTS provides a variety of critical services to 15 State agencies, an annual of 325,000 pickup files, 989,000 delivered files and 3.3TB of transferred data statewide as well as the State's trusted external trading partners.  External trading partners include businesses (i.e., health care companies and institutions, utility companies, banks and financial companies etc.), local government agencies, federal government agencies and other State agencies. This position researches and coordinates FTS planning strategies with these entities, DTMB management and vendor personnel. This position reviews and supports the technical planning, implementation plan, and delivery of the enterprise FTS platform services and supporting technologies to meet the State of Michigan's business requirements and objectives. This includes strategic direction, vendor and client communication, trouble reporting, troubleshooting, and release/patch management. This position is responsible for supporting the proprietary application software and security for the platforms as well as disaster recovery planning. The position is also responsible for platform performance monitoring, resolving performance issues, and planning for future service growth or changes in the State's technology roadmaps. 


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of system development methods used for the development of new systems and enhancements to existing information systems.
Knowledge of concepts and basic operating principles of data communications and information systems hardware and software.
Knowledge of principles, theories, techniques, and methods of information system analysis and programming.
Knowledge of contemporary and generative programming languages and techniques.
Knowledge of data communication and transaction-based processing.
Knowledge of the operational and technical problems involved in the administration of a specialized program.
Knowledge related to the following transport and translation mechanisms and protocols: FTP, SSLFTP, SFTP, WEB Interface, AS2, X.400, and X.12

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Alternate Education and Experience

Information Technology Programmer/Analyst P11 - 12
Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Leave Time

Full time employees receive between 15 and 35 vacation leave days per year.
