The Virginia Department of Transportation’s Local Assistance Division is seeking to fill the Locally Administered Projects Program Manager position. This position will provide leadership, guidance and support for federal aid and state aid local administration programs statewide to include the local project development and delivery programs, the statewide coordination of local and state agreement development process, procedures and policy development to include ownership of the Locally Administered Projects (LAP) Manual and the implementation and management of local programs.

The selected candidate will also be required to advise, guide and support the local project development/delivery compliance and assessment program; oversee the review process and teams performing on-site assessments and other evaluations of local government project development and delivery; document review results and develop recommendations for improvement and serve as liaison between local government, VDOT, and FHWA to resolve issues identified in compliance reviews.

The qualified candidate will be responsible for providing effective coordination of staff and developing and maintaining their performance. This position must provide leadership and direction in the management and oversight of the Locally Administered Projects Performance Metrics Program and serve as project manager for VDOT’s initiatives related to locally administered projects. The selected candidate will effectively coordinate with all customers and represent the Department in a positive manner to accomplish the strategic goals of the Division.

Minimum Qualifications

This position requires the knowledge of federal and state transportation regulations and guidelines. The selected candidate must have knowledge of locally administered projects and programs and have the ability to develop and implement policies and procedures.

The qualified candidate must be able to plan, organize and oversee implementation of complex programs and communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings. Skill in the use of computers and software applications is also required.

This position requires the ability to research, review, and interpret complex federal and state statutes, Codes, regulations and guidance documents, and produce succinct and clear guidance for use by stakeholders to include VDOT and local government project management professionals.

Preferred Qualifications

The preferred candidate will have progressive experience working with locally administered projects and programs and experience managing special state funding programming.

A Degree in Engineering, Business or Public Administration is preferred; equivalent experience or training may substitute for degree.

This position requires a DMV check and an FBI fingerprint background check.
